Technical and financial review

  1. Assessing the project site.
  2. Reviewing the facility electrical system.
  3. Tendering.
  4. Evaluate the technical proposals by the bidders including the following:
    • Design compliance ( 2D, 3D, SLD, simulation)
    • Equipment specification and data sheets
    • The Bill of Quantity
    • Equipment factory warranties and the contractor guarantees.
    • Execution approach and methodology.
    • Project work plan / time schedule and related deliverable.
    • Testing and commissioning procedure
  5. Reviewing the financial offer as follows:
    • EPC/ BOT offer.
    • Terms of payment.

Contract reviewing

Reviewing the EPC contract, Elite Energy & Engineering will cooperate towards contract signing and will share the recommendations through their experienced team. EEE will suggest any necessary amendments to the contract.

Construction stage

Elite Energy & Engineering will supervise the PV project installation starting from signing the contract until the successful commissioning and the startup of the project (COD), during the construction stage elite will provide follow up clarifying all construction progress and milestones, which will clarify the following:

  1. Description of works performed during the period, works in progress and works planned for the next period.
  2. Relative weight of each activities in relation to the overall Contractor work.
  3. Quantity and/or percentage of the activities performed and services rendered during the month.
  4. Delay analysis (if any) and corrective recommendations to recover such delay.
  5. Areas of concern.
  6. Change order report, which will include a complete description of all changes, status of change orders and potential change orders.

Testing and commissioning

  1. Low Voltage Test
    • Visual Inspection.
    • Continuity Test.
    • Earth Resistance Measurement.
    • DC and AC cables Insulation Test.
    • Polarity Tests, Voltage and Current Measurements.
    • Power Quality.
  2. Medium Voltage Test
    • Transformers Test.
    • Medium Voltage Cable Test.
    • Switch Gear Test.
    • Relays Tests.
  3. Thermal Imaging (IR) Test
